
Fred J. Chaffee, MA, MSW
President and Chief Executive Officer
Fred Chaffee joined Arizona’s Children Association in
1992, bringing with him many years in the field of child welfare
and behavioral health management.
In addition to his service in the United States, Mr. Chaffee
spent seven years in Western and Southeast Asia working with
the Peace Corps in Nepal and a number of volunteer agencies
in Hong Kong and Viet Nam.
In addition to his role as President and Chief Executive Officer
of Arizona’s Children Association, Mr. Chaffee is also
an active leader on the national level in a number of areas
that focus on improving the basic systems that impact children
and families. He holds several leadership positions within
the
Child Welfare
League of America (CWLA) and works with a wide variety
of organizations within Arizona to improve the environment
for vulnerable children and families statewide.

Dee Ann Barber, CISW, ACSW
Senior Vice President and Chief Operating Officer
Ms. Barber has administrative responsibility for all Arizona’s
Children Association programs, including development of
new services, quality improvement, compliance with licensing
authorities, and contract negotiation. She brings to her
position more than 20 years experience in clinical social
work and policy and program development.
Ms. Barber’s reputation as a child welfare and children’s
behavioral health advocate has enhanced Arizona’s
Children Association’s visibility on a statewide platform.
She is a past chair and current member of the Behavioral
Health Planning Council for Arizona, and is active in
professional statewide committees and activities.

Charlene M. Forbes, CPA
Senior Vice President and Chief Financial Officer
Charlene Forbes blends valuable work experience in community
development and finance. She holds degrees in both sociology
and accounting. Ms. Forbes previously was controller of
a major healthcare insurer and supervised the finance department
of a municipality.
Prior to joining Arizona’s Children Association Ms.
Forbes directed a community development project on the Tohono
O’Odham Reservation in Arizona, and administered town
meeting programs in her native Hawaii, as well as in Colorado
and a number of other states.

Marc Kellenberger
Senior Vice President and Chief Development Officer
Marc Kellenberger brings 22 years of experience with education
institutions, art organization and human service agencies
to Arizona's Children. He contributed to their advancement
in the role of Chief Development Officer. Additionally,
he has shared his expertise as a board member for several
Phoenix organizations. Marc has been recognized for
his work to improve the community with the Arizona Human
Rights Fund Individual Award Honor and the Malta Center
Humanitarian of the Year Award.
As the Senior
Vice President and Chief Development Officer, Marc will
oversee the Development Office and the fundraising efforts
of Arizona's Children.
Human Resources

Rebecca Hill, MS
Human Resources Director
Rebecca Hill brings
to Arizona’s Children Association over 20 years experience
in all aspects of human resource management. With extensive
experience in private, public, and non-profit settings,
Ms. Hill has responsibility for all employment-related activities,
benefits administration, employee-management relations,
licensure and accreditation compliance, records management,
and legal compliance issues.
Rebecca is an
active member and leader in the Society for Human Resource
Management and the American Society for Training and Development.
She has been awarded numerous citations for her outstanding
leadership skills, volunteer services, and commitment to
diversity and equality.
Ms. Hill has been
involved in a number of community organizations and governmental
boards, commissions and councils, including a stint on the
Pima County Merit System Commission as a hearing officer
for employee disciplinary actions and terminations.

and Communications

Tina Haigh
Director of Marketing and Communications
Tina Haigh joined Arizona’s Children Association in
2003, bringing with her over 20 years of professional experience
in the fields of advertising, marketing, corporate communications,
public and media relations. Prior to joining Arizona’s
Children Association, Tina held senior positions at several
Fortune 100 companies, including Motorola, Compaq and IBM
She was responsible for Advertising, Public and Community
Relations, and Brand Marketing programs. Tina’s role
with Arizona’s Children Association is to improve
the statewide visibility of the organization through brand-driven
interactive marketing and public relations initiatives.
Development

Lee Hartmann
Director of
Development, Central Arizona
Lee's primary
role with Arizona's Children Association is fundraising
for the Central Region
Lee Hartmann brings
20 years of experience to Arizona’s Children in the
corporate, government, and non-profit worlds. Most recently
as Director of Development for a non-profit children’s
agency in New York, Lee more than tripled it’s annual
funding revenue and directed a successful capital campaign
to create a child advocacy center for abused children. Prior
positions also include National Public Relations and Grants
Coordinator for Childhelp USA, Communications Aide in the
New Jersey State Assembly, and Director of Shareholder Relations
for PageAmerica in New York City.
Regional
Directors

Gary Arnold, CADAC
Regional Director, Western Arizona
Gary has over 20 years experience in the human services
arena; 16 in child welfare. He was previously the Program
Manager for the Administration for Children, Youth and Families
in Yuma. Mr. Arnold’s work experience includes Child
Protective Services investigations and case management,
foster and adoption home certification and administering
Child Welfare services in Western Arizona. Gary is
a Certified Alcohol and Drug Abuse Counselor (CADAC) and
a Certified Substance Abuse Counselor (CSAC).
As Regional Director of the Western Region, Mr. Arnold manages
child welfare and behavioral health services in Yuma and
La Paz counties. These services include in-home counseling,
out-patient therapy, foster care, adoption, family preservation,
case management and adolescent and adult substance abuse
services.

Tricia
Berlowe, CISW
Regional Director, Northern Arizona
Tricia Berlowe joined the staff of Arizona’s Children
Association in 1994 as a Child and Family Therapist. She
was the first Arizona Children’s Association employee
serving children and families in Yavapai County. Over the
years, her responsibilities grew to include a role in the
founding of Child Haven and the development of multiple
other programs throughout Northern Arizona serving children
and families involved with the Child Protective Services
system, the juvenile justice system, and the Early Intervention
system.
Ms. Berlow currently directs the Northern Region, which
includes Yavapai, Coconino, Navajo, Apache and Mohave Counties.
She holds a Masters degree in Social Work.

Janet Fuhriman, MS, CPC
Regional Director, Southern Region
Ms. Fuhriman has been working with children and their families
for the past 20 years, primarily in the in-patient setting.
Her work has focused on crisis intervention, trauma and
neglect. Ms. Fuhriman utilizes family centered approaches
in order to heal the family, leading to the healing of the
child and his/her return to their family of origin.
Ms. Fuhriman has been with Arizona’s Children Association
since 1995, serving first as the Director of Residential
Treatment before assuming the role of Regional Director
for southern Arizona, which includes Pima, Santa Cruz, Graham
and Cochise counties.

Brenda J. Tomlin, MSW, ACSW
Regional Director, Central Region
Brenda Tomlin brings more than 21 years experience working
with children and families in various areas of human service.
In her role as Regional Director for central Arizona, Brenda
oversees programs and staff in Maricopa, Pinal and Gila
counties. Her previous experience in child welfare includes
Child Protective Services investigations, foster care, assessing
need for social services, emergency services, adoption (open,
inter-state and international), crisis intervention, in-home
family preservation and reunification services, outpatient
mental health, prevention education, and administration.
Ms. Tomlin also has extensive experience working internationally
with military families in Italy, Japan and England. Her
focus as a regional director includes working with diverse
populations, recognizing individual strengths and motivating
staff in their challenging work.
