Denise Ensdorff, MSW, LCSW
President & Chief Executive Officer
Denise Ensdorff began her work at AzCA in 2007 after moving to Arizona from Colorado and moved into the role of President and CEO in 2012. She has been in the field of child and family services since 1985 with extensive experience in both direct clinical work as well as senior management. She has a Bachelor’s Degree in Social Work and a Master’s Degree in Social Work with an emphasis in Child and Family Studies from George Williams College. Denise is licensed in both Colorado and Arizona as a Licensed Clinical Social Worker and she is a member of the National Association of Social Workers.
Chief Financial Officer
Kelly L. Meltzer began her work with AzCA in 2017 and is responsible for accounting, claims, and payroll. Before joining AzCA, she spent nearly 18 years in public accounting where her clients included nonprofit organizations, businesses, and individuals. She is a Certified Public Accountant and graduated Summa Cum Laude from the University of Arizona with a Bachelor’s Degree in Business Administration, major in accounting. Kelly is a member of the Arizona Society of Certified Public Accountants and the American Institute of Certified Public Accountants.
Necole Bell Harper, MSW
Vice President of Child Welfare Services
Necole Bell Harper began her work at AzCA in 1999 and is currently responsible for AzCA’s child welfare programs which include foster care, therapeutic foster care, adoption, child specific recruitment, family preservation, parent aide, Kinship Navigator and KARE services, and youth in transition services. Necole is also responsible for AzCA’s prevention services which include early childhood education services and home visitation. Necole has more than 16 years of experience in child welfare. Necole has a Bachelor of Social Work Degree from Northern Arizona University and Master of Social Work Degree from Arizona State University.
Mark Shen, PhD, NCC, LPC
Vice President of Behavioral Health Services
Dr. Mark Shen began his work at AzCA in 2016 and is responsible for AzCA’s clinical processes, outcomes, utilization management and review, coordination of care, and the implementation of Evidence based programming. Dr. Shen also oversees AzcA’s training department and all statewide clinical services and processes. Dr. Shen has more than 16 years of experience in providing and developing behavioral health services and programming. Dr. Shen is licensed in Arizona as a Licensed Professional Counselor and is a Nationally Certified Counselor through the National Board for Certified Counselors. He is also an EMDR certified therapist and holds his PhD in Health Psychology. Dr. Shen is also an adjunct faculty member at several local and National Colleges and Universities.
Jacob Schmitt, MPA
Director of Quality and Chief Compliance Officer
Jacob Schmitt began his work at AzCA in 2013 and is currently responsible for AzCA’s performance and quality improvement program as well as compliance with all federal, state, contractual, and accreditation requirements. He also serves as the HIPAA Officer. Jacob has more than 15 years of experience in providing and overseeing social service programs in both public and private sectors. Jacob has a Bachelor’s Degree in Special Studies from Cornell College and a Master’s Degree in Public Administration from Bellevue University.
Dayna Gabler, MA, CFRE
Chief Development Officer
Dayna Gabler began her work with AzCA in 2006. She is currently responsible for AzCA’s Development department, which incorporates the fundraising and marketing efforts across the state. She has ten years of experience in fundraising and marketing, prior to which she served more than five years in direct care roles working with youth in transition. Dayna has a Master’s Degree in Communication Studies from Arizona State University and is a member of the Association for Fundraising Professionals.
Tifney Tihey, PHR, SHRM-CP
Chief Human Resources Officer
Tifney Tihey began her work at AzCA in 2015 and is responsible for Human Resources practices and systems including Talent Acquisition, Payroll, and Benefits. Tifney has 20 years of experience in Human Resources and holds professional certifications from both HRCI and SHRM. Tifney has a Bachelor’s Degree in Psychology from Arizona State University and is a member of the Society of Human Resources Management.
Chief Information Officer
Susan Encinas began working with AzCA in 2009 with the Information Technology department and moved into the role of CIO responsible for managing IT/IS functions for the agency in 2016. Susan holds a Bachelor's Degree in Management Information Systems from University of Arizona and a Master's Degree in Organizational Management from University of Phoenix.
